Based on the conversation of Jiraiya and the Frog, that scroll are sealed with key matching Naruto,s Hakke,and that key are left behind by Minato. Jiraiya said Minato intend so that Naruto can complete that special jutsu.And the jutsu might be stronger than Nine tailed Beast.If the person carrying the scroll is Naruto he will use that special jutsu.Or the person that carry that scroll is Uchiha Madara coz he is the only person that can summon Nine Tailed Beast..

Since naruto's training is supposed to be the greatest training he's received yet i think there's a lot he's learning that kishimoto isn't showing us.like naruto can summon toads and the toads can summon those who are on the contract naruto signed in blood.they know naruto is strong and naruto was aware he may need to come back to help so they're summoning him to fight a weakened pain.naruto's first encounter w/ pein seems to be here(youtube).

Do you all realize the scroll behind the smoke is that jiariya,Naruto or Yondaime , if he really didn't die he was only unstable or posses by 9tail evil chakra and he was sealed away somewhere in konoha and that explosion would brake the seal releasing him ...That is great.This is just my prediction.
